Notification of Intent to Invite Bids “Satellite Personal Communications Services for Operational Liaison and Reconnaissance Teams (OLRT)”

This is notification of an International Competitive Bidding for the provision of satellite personal communications services and the associated terrestrial services in support of the Operational Liaison and Reconnaissance Teams (OLRT).

The OLRTs are a key Command and Control enabler during the early phases of any mission and they must be prepared and equipped with deployable communications systems to deploy and operate quickly to support the Joint Task Force Commanders (JFC) with their planning and decision-making process. This Project (Serial 2021/0CM03106) is programmed in Capability Package (CP) 9A0130
“Satellite Communications Transmission Services”, and it will provide the commercial satellite services to enable the OLRTs to carry out their mission.

The NCI Agency is seeking to establish Indefinite Delivery Indefinite Quantity (IDIQ) Framework Contract, which will provide commercial SATCOM services not only to OLRTs, but also any other user groups of the NATO Enterprise, on an “as needed – when needed” basis.

This contract will be implemented through one single Invitation for Bid (IFB) with 2 separate Work Packages, one for the provision of satellite personal communications services, and the second one for the associated terrestrial services. The Work Packages will be evaluated separately so prospective
Bidders may bid on one or both Work Packages.

The IFB is planned to be issued in April 2023, with a Bid Closing Date in July 2023 and Contract Award in February 2024
